In the first panel circumstances have led to Phineas holding down and tying up Freddy, while he and Franklin explain why this has to happen. Phineas leads off,

"FREDDY, IT'S TIME FOR YOUR LESSON IN MODERN GLOBAL POLITICS! SOMETIMES, IN CERTAIN SITUATIONS, CERTAIN IRRESPONSIBLE AND HARMFUL ELEMENTS MANAGE TO GET INTO POSITIONS OF GREAT POWER! IN SUCH CASES, IT BECOMES THE DUTY OF OTHER BRANCHES OF THE GOVERNMENT TO STEP IN AND RESTORE ORDER!"

Franklin chimes in with,
"THIS ROLE USUALLY FALLS TO THE MILITARY!"

The next panel has them finishing by tying Freddy to a tree, Phineas says,

"THE MILITARY IS PUT UNDER GREAT STRESS AT TIME LIKE THESE, HAVING TO DEFEND THEIR GOVERNMENT SIMULTANEOUSLY, YOU SEE, FROM THE OUTSIDE AND THE INSIDE!"

Franklin finishes with,

"SOMETIMES WE MILITARY MEN ARE FORCED TO USE EXTREME MEASURES TO GET OUR POOR, NAIVE, MISLED ENEMIES TO CHANGE THEIR VIEWS!"

Freddy looks uncomfortable.
