Surely it looks like one of those letters sent by lawyers who don't understand anything:
* Wikimedia Foundation is more involved in the software than the content
* Doesn't the First Amendment prohibit the state interfering in free communication?
* Many global NGOs are US-based, so 'foreign nationals'. Rest of world exists.

Such a civilisation presumably would not last long, so it's unlikely we'd find it. Is there an argument from Drake's equation that any such civilisation may be sustainable and peaceful? Or if Interstellar travel is possible (unlikely) it may be colonial.
In any case, K2-18b seems to have a thick reducing atmosphere, uninhabitable even to fish if not cyanobacteria.

There is no reason to suspect 'toxins'. A huge sum of money has already been spent on biomedical research into 'causes', so it's risible to suggest there will be an answer by September. Autism appears to be generally a result of genes for high intelligence.
RFKJ has his own cognitive challenges, an impaired memory due to neurocysticercosis.
I've been making the common mistake of calling the slave-labor-and-torture facility in El Salvador a "prison" when, in fact, the correct expression is "U.S.-supported concentration camp" or "U.S.-supported gulag" -- and will use the accurate language going forward.
