I think there is a lot to dig out of that press release. Lots of "responsibility back to the states" but also a bit of "reduc[ing] emissions" and some forms of "take carbon emissions and turn them into an energy source", which I am not clear on.

@derek public policy support for #co2storage in the US comes in the form of tax credits (45Q), although the IRS doesn't AFAIK distinguish between avoided emissions (capture from ethanol or coal-fired power plants, for example) and #CO2 drawdown with #DAC.
If you're storing a million tonnes annually, the tax savings can be significant, so although I agree that you can't break even commercially, I wouldn't ignore the public policy effects.
