When Mary Ann Roser and her husband moved from Austin, Texas to Asheville four months ago, they introduced themselves to some of their new neighbors as “climate refugees from Austin,” she says.

Buffalo, New York and Cincinnati, Ohio have referred to themselves as a “climate change refuge” and a “climate haven” respectively.
