Il ne fait que mettre en conformitĂ© nos lois fiscales avec le principe d’égalitĂ© devant l’impĂŽt, plaident les trois Ă©conomistes dans une tribune au « Monde », alors que le texte va ĂȘtre examinĂ© par le SĂ©nat.Le SĂ©nat est appelĂ© Ă  se prononcer, jeudi 12 juin, sur la proposition de crĂ©er un impĂŽt plancher sur les grandes fortunes, adoptĂ©e en fĂ©vrier par l’AssemblĂ©e nationale. Nous avons tous les trois – comme tous les citoyens – des avis diffĂ©rents sur la nature du systĂšme fiscal idĂ©al et le juste niveau de progressivitĂ© de l’impĂŽt. Mais nous partageons le constat que les plus riches ne contribuent pas aujourd’hui Ă  hauteur de ce qui est demandĂ© aux autres catĂ©gories sociales, et que le mĂ©canisme votĂ© Ă  l’AssemblĂ©e est le plus efficace pour remĂ©dier Ă  cette situation. Les travaux de grande qualitĂ© de l’Institut des politiques publiques, fondĂ©s sur de nouvelles donnĂ©es administratives, ont Ă©tabli que les plus grandes fortunes payent dans l’ensemble trĂšs peu d’impĂŽts sur le revenu, car elles peuvent le contourner – lĂ©galement – grĂące Ă  diverses techniques d’optimisation, comme l’utilisation de sociĂ©tĂ©s holdings.Le moyen le plus efficace, pour s’attaquer Ă  ce problĂšme, consiste Ă  crĂ©er un taux plancher d’imposition, car ce mĂ©canisme s’attaque Ă  toutes les formes d’optimisation, quelle qu’en soit la nature. C’est cette logique qui a par exemple conduit la France Ă  adopter en 2024, avec d’autres pays, un taux minimum d’imposition pour les grandes sociĂ©tĂ©s multinationales. Pour que le mĂ©canisme du taux plancher fonctionne bien, dans le cas des hauts patrimoines, il faut simplement que celui-ci soit exprimĂ© en pourcentage non pas du revenu, trop facilement manipulable, mais de la fortune elle-mĂȘme.Le risque principal, comme toujours en matiĂšre de taxation des grandes fortunes, est celui de l’exil fiscal. Il ne faut pas le minimiser, mais l’examiner Ă  la lumiĂšre des Ă©tudes existantes. Toutes aboutissent Ă  des conclusions similaires : l’exil fiscal n’est pas nul, mais il est quantitativement faible.
