Die Idee, #FOSS und #FLOSS in Verwaltung, Instituten & Unternehmen koordiniert einzuführen ist jetzt nicht ganz neu, aber immer noch bemerkenswert.
Klar, daß wir das in der FOSSEA³M Forschungsgruppe in die Mitte nehmen. Hierzu deshalb eine kleine Abhandlung inkl. einer kurzen Geschichte von OSS und OSPO in vier Epochen.
#PMPC, also #PublicMoneyPublicCode spielt dabei eine wichtige Rolle.

In April, our work on #DeviceNeutrality continued with news and meetings on DMA; we had a #PMPC meeting in Germany and talked about the German coalition agreement in one of our Podcast episodes; we also held our annual Legal & Licensing Workshop; and we published another article in our Legal Corner:

Public administrations depend on digital tools. #FreeSoftware ensures they can be used, improved, and shared without restrictions.
🐬 歐洲自由軟體基金會（FSFE）4/8 在德國舉辦了「公共出資？公共程式！」研討會，強調政府採購開源（自由與開放原始碼）軟體對於實現數位主權和創新的重要性。與會的公共部門與公民社會代表一致認為，政府應優先採用開源軟體，以降低對專有技術的依賴。
德國第九大城市 Dortmund 的 Do-FOSS 計畫成功將「公共出資，公共程式」原則納入城市政策，成為其他城市的典範。ZenDiS 主席 Jutta Horstmann 則呼籲，公共部門應逐步提高開源軟體的採購比例，以擺脫對美國供應商的依賴。FSFE 政策經理 Johannes Näder 也強調，歐盟和各國政府應提供穩定的開源軟體長期資金，以確保數位主權、促進互通性，並支持歐洲經濟與公民社會。

Jetzt da die ganze Welt das Prinzip “Public Money; Public Code” verinnerlicht hat ist es an der Zeit für den zweiten Schritt, jetzt muss neben der Entwicklung Freier Software auch der langfristige Einsatz und damit die langfristige Finanzierung folgen.
