It's not even clear what legal mechanism there is to do this. There's no
law that allows for the designation of domestic organizations as
terrorists. The current law only applies to foreign terrorist organizations.
There are also major Ist Amendment implications here.

My guess is that the ACLU and other civil society orgs sue to strike this
down and the Trump admin will use that to argue they support terrorism
and Trump will investigate them and strip them of their 501c3 status.
