Following reports by several media outlets, including @AFIntlBrk, about the detention of former Afghan National Army colonel Abdul Salam Haqqani and his son, Abdul Matin, by the Taliban in Badghis province, a video surfaced today in which the two appeared and denied the claims. The video, posted by the spokesman for the Taliban’s Badghis Police Headquarters, shows the father and son stating that they had not been arrested. In the footage, the father also says he prays for the Taliban authorities to implement an Islamic system and ensure justice in the country.

The agency urged citizens to provide brief, documented claims, warned against false reports, and said its personnel can be questioned for violations, with appeals directed to Sharia courts, portraying the intelligence body as a now “legal and reformed” institution.

Despite its reform claims, the GDI continues to face allegations of extrajudicial arrests, torture, and killings, accusations similar to those that have dogged many intelligence agencies worldwide.

Ikramuddin Maftoon was appointed today as head of the Revenue and Accounting Department of Jalalabad Municipality. A jihadi poet and former Taliban director of refugees for Nangarhar, Maftoon has long been seen in the company of senior Afghan and Pakistani Taliban figures along the Durand Line. In a past video (see screenshots), he appears reciting poetry before prominent militant figures, including former TTP leader Hakimullah Mehsud, ISKP’s first leader Hafiz Saeed Khan, and senior ISKP figure Shahidullah Shahid (also known as Sheikh Maqbool), all of whom were later killed along the Durand Line.

While the Taliban have apparently dismantled all known ISKP cells inside Afghanistan, various reports in recent years have pointed to ISKP-linked networks or cells operating in parts of Pakistan, including Khyber Pakhtunkhwa and Balochistan. Three main networks of ISKP reportedly exist in Bajaur, Khyber and Nowshera districts of KPK, in addition to other networks in Balochistan and beyond.

As experience in our region has shown, counterinsurgency efforts focusing solely on military action are unlikely to succeed without also addressing underlying drivers such as extremist ideology, recruitment pipelines, governance gaps, and regional rivalries.

A distribution program of cash assistance of 6 million Afghanis and 300 tons of wheat has begun for 1,200 returning migrants in Paktia.

Based on the special compassion and attention of the esteemed Amir al-Mu’minin (may Allah protect him), the Ministry of Agriculture, Irrigation and Animal Husbandry has launched a program of cash assistance and wheat distribution for returning and needy Afghan migrants in Paktia province.

According to this program, a total of 6 million Afghanis in cash and 300 tons of wheat will be distributed to (1,200) Afghan refugees who have been forcibly displaced from neighboring countries and are facing severe economic hardships, with each family receiving 5,000 Afghanis in cash and (5) bags containing 250 kilograms of wheat.

This distribution program began during an official ceremony attended by the Minister of Agriculture, Irrigation and Animal Husbandry, الحاج مولوي عطاءالله عمري (Hajji Molawi Ataullah Omari), the Governor of Paktia, الحاج ملا مهرالله حماد (Hajji Mullah Mehrullah Hamad), a number of heads, officials and scholars of the Taliban administration.

At the beginning of the ceremony, the Deputy Chairman of the Paktia Province Council of Scholars, Mullah Amanullah “Haqani,” welcomed the Minister and other attendees, praising this as the esteemed Amir al-Mu’minin’s (may Allah protect him) special compassion, which continues to provide assistance to the needy throughout the country, particularly to forcibly returning migrants. He spoke about the problems of migration and added that the Islamic Emirate is trying, to the best of its ability, to address the problems of migrants in a timely manner, and the start of the cash and wheat distribution program in Paktia is a clear testament to this effort.

Subsequently, the Minister of Agriculture, Irrigation and Animal Husbandry, الحاج مولوي عطاءالله عمري (Hajji Molawi Ataullah Omari), said in his remarks: In accordance with the compassion of the esteemed Amir al-Mu’minin (may Allah protect him), a special program has been launched throughout the country to distribute cash and wheat to returning migrants, which will distribute 5,000 Afghanis in cash and 250 kilograms of wheat to each of the 1,200 migrants in Paktia province.

The Minister added that Afghans became refugees to protect their religion and Islamic values, and today, thanks to Allah’s grace, an Islamic system prevails in the country. He said that the leadership of the Islamic Emirate of Afghanistan has a complete sense of feeling, responsibility and compassion towards the people, and thanks to this leadership, a High Commission has been established for returning refugees and various programs, including the construction of settlements, the distribution of land, and the provision of food and non-food aid, have been implemented and this series will continue in the future.

Meanwhile, the recipients of the assistance expressed their happiness and thanked the esteemed Amir al-Mu’minin (may Allah protect him) for his special attention and compassion.

Afghanistan’s Taliban-run Defense Ministry rejected the accusation, saying such claims “lack any logical or factual basis,” and added: “If the perpetrators could truly be identified immediately after the incident, why were they not detected, neutralized, and prevented before the attack took place?”
