The Wire was one of the few cop-based TV series that stops far short of being "copaganda" because of how deeply flawed and complex it allows its characters on both sides of the law to be, showcasing how rarely Baltimore PD attracts genuinely good people who aren't capable of completely unethical things for the right reason.
