Atmospheric science folks, is it accurate to say that heat radiated from the top of the troposphere stands a far better chance of making its way out of the atmosphere than heat radiated within the troposphere/at ground level? Trying to wrap my head around some atmospheric thermodynamics.

I have more experience with Spanish, Swedish, & Mandarin Chinese (note however that does not mean proficiency hahaha)
