Ten years after Paris, the world is failing its climate targets. Can COP30 change things?

<p class="has-drop-cap">Brazilian President Luiz Inacio Lula da Silva promised a <a href="https://www.theguardian.com/commentisfree/2025/nov/06/brazil-cop-30-truth-world-leaders-climate-crisis-president-lula">“COP of truth”</a> in the Amazon rainforests.</p>



<p>Ten years since the <a href="https://unfccc.int/process-and-meetings/the-paris-agreement">Paris Agreement</a>, when the world agreed to keep global warming in check to avoid catastrophic consequences, and 30 years since climate negotiations began, countries are failing to reach targets.</p>



<p>“If we fail to move beyond speeches into real action, our societies will lose faith – not only in the COPs, but in multilateralism and international politics more broadly,” Lula said. </p>



<p>In focus at the 30th United Nations climate change conference (COP30) are countries’ new climate targets or countries’ Nationally Determined Contributions (NDCs). These targets refer to the amount of greenhouse gas emissions that countries would each decide to reduce.</p>



<p>Only 64 parties have submitted new targets. The Philippines <a href="https://www.rappler.com/philippines/nationally-determined-contributions-delayed-cop30-2025/">has yet to submit</a> its revised climate plan. </p>

<p>MANILA, Philippines – No <a href="https://www.rappler.com/philippines/n30235369-flood-control/">flood control project</a> will move forward without an environmental compliance certificate (ECC), according to Department of Public Works and Highways Secretary <a href="https://www.rappler.com/people/p20926410-vince-dizon/">Vince Dizon</a>.</p>



<p><em>“Hindi na po tayo papayag noon,”</em> Dizon said in a radio interview Thursday, October 30. <em>“Wala pong flood control project, or kahit anong project na infrastructure na makakaapekto sa environment, na hindi pwedeng walang ECC.”</em></p>



<p>(We will not allow that. No flood control project, or any infrastructure project that will affect the environment, will be allowed without an ECC.)</p>



<p>Typically, a project proponent submits an environmental impact assessment to the Department of Environment and Natural Resources. After <a href="https://eia.emb.gov.ph/wp-content/uploads/2016/06/eia-ecc.pdf">“a positive review”</a> of the proponent’s assessment, the DENR issues an environmental compliance certificate. The ECC outlines conditions that the proponent has to meet in order to be in compliance with environmental regulations.</p>



<p>This hinges on reforms Dizon wants installed moving forward with new flood control projects. Aside from the strict compliance with ECC, Dizon said projects not approved by experts will not be given budgets. </p>

<p>MANILA, Philippines – Filipinos from the Visayas islands who suffered the wrath of Typhoon Odette in 2021 are set to sue British oil and gas company Shell before the courts in the United Kingdom for climate damage.</p>



<p><em>“Napakalaking kumpanya ng Shell para banggain dahil sa pagpapatindi nila sa Super Typhoon Odette. Pero iniisip ko ‘yung kinabukasan ng magiging anak ko. Doon po ako humuhugot ng tapang,”</em> one of the claimants, Trixy Elle, said on Thursday, October 23.</p>



<p>(Shell is such a huge company to fight against over their contribution to exacerbating Super Typhoon Odette. But I’m thinking of my children’s future. That’s where I get courage.)</p>



<p>Trixy is one of the 67 claimants seeking financial compensation for loss of life, personal injury, property damage, and violation of individual rights. They will also be demanding injunctive relief from Shell&#8217;s future actions.</p>



<p>Assisting the claimants in this case dubbed the &#8220;Odette Case Campaign&#8221; are advocacy groups Greenpeace Philippines, Legal Rights and Natural Resources Center, the Philippine Movement for Climate Justice, and Uplift UK. On Thursday, two of the claimants and the climate groups pursuing the campaign announced the lawsuit during a press conference.</p>



<p>According to Greenpeace Philippines, this is the first civil claim linking an oil and gas company’s actions to damage and injuries sustained by people from the Global South.</p>

<p>DAVAO ORIENTAL, Philippines – Calls to shut down mining operations in Davao Oriental for good are snowballing, as local officials and the head of the Catholic Bishops’ Conference of the Philippines (CBCP) joined forces in condemning the environmental damage near a world heritage site and a Philippine eagle sanctuary, and urging accountability from the companies involved.</p>



<p>Davao Oriental Governor Nelson Dayanghirang led local officials in appealing to the national government to stop mining activities in the province, saying they have caused massive environmental destruction and displaced many residents from their homes and sources of livelihood.</p>



<p>Davao Oriental officials found an ally in Cardinal Pablo Virgilio David, president of the influential CPCP, who described the environmental damage as “a crime against the community and creation itself.”</p>

<p class="has-drop-cap">Datu Jeffrey Lamyan, 28, hails from Sitio Datal Bonlangon, a small settlement where life is bare, located inside the ancestral domain of Tboli Manobos in the village of Ned in South Cotabato. He believes in the oft-repeated maxim, “Land is life,” even after surviving a military operation in 2017 that killed eight indigenous people from their village.</p>



<p>In their village is a smattering of houses made of weathered wooden panels. Corn seeds were left lying on the ground to dry under the sun. Along the way into this far-flung village in the mountains, clumps of small coffee trees pervade the land. Huts for coffee berry storage appear alongside the trail once in a while. A massive coffee plantation lies inside the Lumad&#8217;s ancestral domain.</p>



<p>One of those killed during the military operation in 2017 was Datu Victor Danyan, chairman of the Tboli-Manobo S’daf Claimants Organization (TAMASCO). The prevailing land dispute then was over the coffee plantation of Silvicultural Industrial Incorporation. This resulted in displacement, violence, and protests.</p>



<p>For two years after the military operation, Lamyan endured one of the bullets that remained inside his body. He spent four years behind bars after he was suspected of killing one of the Army soldiers during the encounter.</p>
