HAZARD...Flash flooding caused by thunderstorms.
SOURCE...Public reported flooding beginning.
IMPACT...Flash flooding of small creeks and streams, urban
areas, highways, streets and underpasses as well as
other poor drainage and low-lying areas. Rock slides

I'm virgin in statistics and can't really grasp the sense of "twice as likely". Surely I'm not the only one. Cd be useful to translate this expression for simple minds like mine. As form of adaptation in clicom / scicom lingo.
What does this expression translate to in my life experience? It leaves a blank in my brain.
Also relates to what "protection yard stick" I would demand from my city council eg. in Chiva, and to how I could judge the sufficiency of their proposals.

The AEMET already warned authorities since Tuesday 28 of October but Valencia right-wing (PP) "climate skeptics" governor, Carlos Mazón, didn't trigger the warnings until 8:30 PM.
The population was already trapped by that time.
