If you ever run into a situation where your house heating and cooling goes off. Here's what to do.
Fill up a bowl or bucket with ice water and ice. and then fill the cup with cold/ice water (not completely to the top to avoid spillage.
Place the bowl/bucket Infront of your fan.
The fan will blow wind towards you while the fan will blow around cold air from your ice water and ice from the bowl bucket. and will act like cheap or emergency use, air conditioning for that room.
Try it out. It works great for me. I do a lot of dumbell lifting and in less then 2 minutes when I sit infront of the fan i'm cooled down. All without traditional home air conditioning.
