This is odd. Due to my timeline being an absolute firehose, I changed my settings to only show English-language posts, then did a full page refresh "just in case" to get the setting to stick.
Today I've seen at least one post in my timeline which was (a) not boosted by anyone, much less by someone I follow, (b) not posted by someone I follow, and (c) Mastodon recognized that it was not in English, because it offered me the translate option/link.

I found, in preferences in the Mastodon web UI, an option:
