If you install it, you have a duty & repsonsibilty to remove it at the end of its life, thus avoiding this kind of problem.

Sadly, humans are good at putting things in place then abandoning them at the end of their life, due to cost or time constraints, or our "couldn't give a damn" attitude.

It's absolutely vital to take the cost of deconstruction, and reuse of all materials, into the initial costing.
