<p>MANILA, Philippines – A Ukrainian human rights lawyer, an LGBT champion, a volunteer network leader, and a youth leader were united about one thing in Rappler&#8217;s <a href="https://www.rappler.com/philippines/n50927148-social-good-summit-2025/">Social Good Summit 2025</a>: that when ordinary people band together, they can create civic spaces and protect fundamental rights.</p>



<p>Oleksandra Matviichuk, founder of the Center for Civil Liberties, talked about the ongoing process in Ukraine on building effective state institutions. Resilient societies, said Matviichuk, lies in “the power of their people.”</p>



<p>&#8220;And that is why our survival source is local democracy, is freedom of speech, is self-organization, is grassroots initiatives, is women organizations,” Matviichuk told the audience at the breakout session on Sunday, November 16. “And this belief of ordinary people that their efforts matter.”</p>



<p>Center for Civil Liberties is the recipient of the 2022 Nobel Peace Prize. The organization aims for justice for all victims of war crimes and the protection of human rights in Ukraine.</p>



<p>“We are ordinary people but we can do extraordinary things,” said Matviichuk.</p>

SC: No violation of vloggers’ rights when House invited them to disinformation probe

<p>MANILA, Philippines – The Supreme Court ruled that the House of Representatives did not violate vloggers’ free-speech rights when it invited them to a congressional inquiry on disinformation, according to a decision made public on Thursday, November 13.</p>



<p>The High Court, in a ruling penned by Associate Justice Amy Lazaro Javier, dismissed the petition by Ernesto Abines Jr. and others seeking to stop the House from requiring their attendance at hearings conducted by a tri-committee on public order and safety, information and communications technology, and public information.</p>



<p>&#8220;In this case, simply inviting the vloggers as resource persons did not violate their freedom of expression. The invitation did not regulate what they said or how they expressed themselves. Congress, as part of its functions, only wanted to gather information for crafting laws, not to punish anyone for spreading &#8216;fake news&#8217; or to suppress speech,&#8221; the SC explained.</p>



<p>The SC noted that the Congress cannot be barred from inviting resource persons to hearings just because the topic revolves around speech. It said the legislative department has the power to enact laws that penalize speech not protected by the 1987 Constitution, &#8220;such as those that create disorder or threaten society.&#8221;</p>
