"Across the country, police departments have adopted automated software platforms driven by artificial intelligence (AI) to compile and analyze data. These data fusion tools are poised to change the face of American policing; they promise to help departments forecast crimes, flag suspicious patterns of activity, identify threats, and resolve cases faster. However, many nascent data fusion systems have yet to prove their worth. Without robust safeguards, they risk generating inaccurate results, perpetuating bias, and undermining individual rights.

Police departments have ready access to crime-related data like arrest records and crime trends, commercially available information purchased from data brokers, and data collected through surveillance technologies such as social media monitoring software and video surveillance networks. Police officers analyze this and other data with the aim of responding to crime in real time, expeditiously solving cases, and even predicting where crimes are likely to occur. Data fusion software vendors make lofty claims that their technologies use AI to supercharge this process. One company describes its tool as “AI providing steroids or creating superhuman capabilities” for crime analysts.

The growing use of these tools raises serious concerns. Data fusion software allows users to extract volumes of information about people not suspected of criminal activity. It also relies on data from systems that are susceptible to bias and inaccuracy, including social media monitoring tools that cannot parse the complexities of online lingo, gunshot detection systems that wrongly flag innocuous sounds, and facial recognition software whose determinations are often flawed or inconsistent — particularly when applied to people of color."

However, the January 2022 letter from DOJ did not indicate that the department has investigated any of the cities that received grants [...] over their use of discriminatory predictive policing software. What is more, *DOJ has admitted that it does not even know how much money it has granted to law enforcement agencies for predictive policing systems.*"

It's curious that predictive algorithms are used for criminalization but not for the prevention of crime at the source.

Imagine being able to identify people who are likely to need food or rent assistance, but are unlikely to reach out for it. Or, understanding the environmental triggers that cause mental health crises, being able to get people the help they need beforehand.

But somehow there is never enough money for helping people, but always enough to lock them up. #PredictivePolicing #AI

Such systems mine a vast array of information — texts, calls, payments, flights, video, DNA swabs, mail deliveries, the internet, even water & power use — to unearth individuals deemed suspicious & predict their behavior. But they also allow Chinese #police to threaten friends & family & preemptively detain people for crimes they have not even committed.

Critically, American #surveillance #technologies allowed a brutal mass #detention campaign in the far west region of #Xinjiang — targeting, tracking & grading virtually the entire native #Uyghur population to forcibly assimilate & subdue them.

#US #tech companies did this by bringing “#PredictivePolicing” to #China — #technology that sucks in & analyzes data to prevent crime, protests, or terror attacks before they happen.

Across #China, tens of thousands of people tagged as troublemakers…are trapped in a #digital cage, barred from leaving their province & sometimes even their homes by the world’s largest digital #surveillance apparatus. Most of this #technology came from companies in a country that has long claimed to support freedoms worldwide: the #UnitedStates.

Als hätte „Minority Report“ in deutschen Amtsstuben das Denken ersetzt. Der Dokumentarfilm von Klaus Stern stellt den Menschen vor, der diese Vision verkauft – und mit ihr eine technoide Version der Totalüberwachung salonfähig macht. Dass der Film dabei selbst ein Teil dieser Normalisierung wird, ist die bittere Pointe. Er zeigt, was er nicht kritisiert. Das ist sein größtes Problem.

"Predictive policing technologies infringe human rights “at their heart” and should be prohibited in the UK, argues Green MP Siân Berry, after tabling an amendment to the government’s forthcoming Crime and Policing Bill.

Speaking in the House of Commons during the report stage of the bill, Berry highlighted the dangers of using predictive policing technologies to assess the likelihood of individuals or groups committing criminal offences in the future.

“Such technologies, however cleverly sold, will always need to be built on existing, flawed police data, or data from other flawed and biased public and private sources,” she said. “That means that communities that have historically been over-policed will be more likely to be identified as being ‘at risk’ of future criminal behaviour.”"
