Ministers are the political equivalent of a Director.
So, it would seem reasonable that they have the same expectations and obligation to ‘act with care and diligence’.
In fact, this equivalence is reflected in the ‘doctrine of ministerial responsibility’.
But it’s still hard to imagine any concrete form of ‘resolution’
