where $RANDOM_ID is a unique identifier
The email was received to an address I used specifically and SOLELY to sign up for ffmpeg's trac bug tracker; however I more suspect the user that "sent" this email had their gmail account compromised.

Runbox E-mail is indeed a Norwegian company, outside Us Jurisdiction, but there is a catch. 👀
All their customers are in the United States (see URL).

The reason why they're outside Us Jurisdiction is that they have no direct offices of their own in the USA and as far as I can tell, they're not registered in the USA either. Instead, they're a customer, just like you or me, and choose to use those services they pay for, for everyone else's benefit. And as a customer, they can switch providers anytime they wish, just like you could.
That said, most people looking for a provider outside Us Jurisdiction, are also looking to escape the United States, geographically as well. Because while your e-mail is in the USA, the USA can peep in anytime they like.

Runbox are moving the remaining servers in the data center in Oslo.
On Monday, April 28 between 07:30 CEST (05:30 UTC, 01:30 EDT) and 9:30 CEST (07:30 UTC, 03:30 EDT) the remaining servers will be moved to the new area within the data center.
