@glyph but in sincerity, I think the rationale for this is being sure that implementers don't have to play guessing games with questions like "which part of #yoho🏴‍☠️apirateslifeforme is the tag" or more mundane matters like supporting non-English tags in languages that some programmers would prefer to just pretend don't exist

(I didn't read §6 closely but I think the answer with the default profile is "the whole thing")
