The US stock markets have automatic trading "Circuit Breakers" where trading will pause for limited time periods if the market total valuation drops. 7,13, and 20% drops will trigger L1, L2, and L3 respectively.
L1&L2 trigger a 15 minute pause. L3 pauses for the remainder of the day.
Paul is wondering/anticipating the markets reacting so negatively that we will loose 20% valuation in a single day, triggering the L3.
Before my surgery my anesthetist offered to knock me out with gas or a boat paddle…
