Duty of a police in protests is to secure safety of the protesters. Using force on peaceful protesters to fulfil this duty is not necessary.

Elokapina decided to suspend the fourth demonstration of the Storm Warning campaign on Porkkalankatu and Mechelininkatu to protect protesters from police violence.

The police started arrests immediately after the start of the Elokapina demonstration and announced that they would use force against peaceful demonstrators if they took to the road. The police did not instruct the demonstrators to move to another location, nor did they issue separate exit orders before using force.

The demonstrators witnessed several instances of excessive use of force by the police, including hitting a demonstrator on the head with a banner stick, strangling a law enforcement officer, dragging demonstrators on the asphalt by one limb and throwing and knocking over demonstrators.

The aim of the Elokapina protests is not to oppose the police, but to create political pressure to bring critical climate and environmental issues into the wider public consciousness. Our action is aimed at mobilising the protesters to act as the climate and environmental emergency demands.

The police have a duty to ensure the safety of protesters, but the use of force against peaceful protesters is not necessary to fulfil this statutory duty.

Police, activism and violence.

In October 2020, police sprayed pepper spray in the faces of non-violent protesters in Elokapina. In June 2023, the Helsinki District Court fined a police officer who was in a superior position. The police justified their use of gas by saying that they needed to clear the roadway. Yesterday, the police again resorted to violence, according to a press release from Elokapina Extinction Rebellion Finland:

"The police started arrests immediately after the Elokapina demonstration started and announced that they would use force against peaceful demonstrators if they stood in the roadway. The police did not instruct the demonstrators to move to another location and did not issue separate exit orders before using force. The demonstrators witnessed several instances of excessive use of force by the police, including police hitting a demonstrator on the head with a banner stick, strangling a law enforcement officer, dragging demonstrators on the asphalt by one limb and throwing and knocking over demonstrators.

Due to the reckless and violent behaviour of the police, the Elokapina (Extincion Rebelion) decided to interrupt the demonstration on Porkkalankatu and marched via Itämerenkatu, Mechelininkatu and Baana to the junction of Pohjoisen Rautatienkatu and Mechelininkatu. Traffic was temporarily stopped at the junction, where the police continued the violence they had started on the Westbound carriageway against the Elokapina demonstrators.

Elokapina decided to end the demonstration on Mechelininkatu well ahead of schedule because it was not considered safe to continue due to police violence."

The right to demonstrate is guaranteed by the Constitution and it is the duty of the police to ensure the safety of demonstrators. Even if protesters are annoying, it is not the police's job to beat them up.
