Huh, turns out that Google users who have opted into the Advanced Protection Program can't use their new "Recovery Contact" feature.
I wish they could have made an exception to allow adding someone who is also under the APP and is also in the same family group. But I know it's a trade-off.
I also assume that the reason you can't be a recovery contact for a child's account is that there's some other mechanism if you are their adult ... but I don't know what that is.

The only way to login to Google Chat is with one's Google account. When you login to one Google service, all the other Google apps on that device are populated with that Google account.
This is a cyber security / personal data privacy issue.
Google could fix the issue with a checkbox on the Google Chat login screen giving the user the option to login to only the one app itself without having that account populate all the other Google apps. In fact, they could add this checkbox to all Google app login screens.
