War and conflict have been foremost in our attention of late, and for good reasons familiar to anyone who has been following the news over the past year or so. For a deeper reflection, I would suggest reading, as a starting point, a couple of Johan Galtung's classic contributions. I always find his work to be informative, insightful and creative. It inspired me when I first encountered one of his papers on development and technology, which I read by chance whilst still a secondary school student. His writings continue to inspire me today.
So, to begin, I recommend reading
Galtung, Johan. "Violence, peace, and peace research." Journal of peace research 6.3 (1969): 167-191.
He later extended this analysis in
Galtung, Johan. "Cultural violence." Journal of peace research 27.3 (1990): 291-305.
There's much more to read, of course, but I think the above are a suitable beginning.

That highlights another caveat in the raw number of violations: they are not neatly attributed to either side in a way easy to extract automatically from the pdfs. A human who knows the geography and can follow the SMM's notes could probably classify and attribute the violations, but if it took 1/2 hour per report, then that would still require about 1000 hours of manual analysis to do.

An answer would need:

(1a) better parsing of a few thousand OSCE SMM pdf files (diverse formats) + thorough manual checking; or

(1b) convince OSCE SMM people to publish machine readable (e.g. csv) data; or

(1c) manually (human eye+brain) extract the data;

(2) get systematic #OpenData on weapons shipments

* (ideally) choose a non-parametric statistical method of analysis
