Welcome Home Coalition is an alliance of over 100 individuals and organizations advancing housing justice in the Portland Metro region. On October 23rd, 2025, Welcome Home Coalition and Sisters of the Road released a groundbreaking report, Finding Home: Lasting Housing Solutions Rooted in Community Expertise, which systematically captures the perspectives of over 650 people experiencing homelessness in Portland Metro on the housing solutions they want and need. Advised by researchers from Portland State University and Oregon Health & Science University, the two-year study followed high ethical and academic standards and grounded in lived experience.

Finding Home clearly shows us what the people most impacted by housing instability and homelessness need — through their own voices. Their message is clear. When given the choice, people overwhelmingly want permanent housing they can afford, with the supports and freedoms that make it possible to stay housed. Finding Home survey respondents ranked shelter as equally undesirable as living outside. We can’t afford to keep investing in partial solutions.

We are asking the Portland City Council to stop funding mass shelter expansion and the harmful sweeps of tents and RVs. Instead, the council should listen to the perspectives of people most impacted and put funding towards long-term housing solutions. Budgets reflect our shared values. Choose housing and support, not more harm.

The signers of this petition urge the City of Portland and Multnomah County to enact the following proven solutions supported by Finding Home: Lasting Housing Solutions Rooted in Community

Expertise:

(1) Honor the self-identified needs of people with community expertise and shift funding used for encampment sweeps and RV removals to eviction prevention rent assistance to stop more people and families from falling into homelessness in our region.

(2) Reallocate any funding currently left for congregate shelter expansion into rent assistance and peer support, and prioritize all future investments to ensure existing 24-hour shelters and day centers have funds for rent assistance, peer support, and case management staff to create pathways to housing for current shelter guests.

(3) Increase the number of permanently affordable homes quickly by using public funds to purchase existing apartment buildings and hotels from the private sector and convert them to non-market housing. This strategy has already created hundreds of lower-cost rental homes, permanently protected from market speculation.

Portland has about 3,000 places (beds) for a homeless people to go to get rest and stay out of the weather. Portland has over 7,500 people living on the streets.

Portland continues to chase people around the city even though there is NO PLACE TO GO, many who swore to defend the US Constitution. These actions of running people out of public space, taking their things they need to survive, and even fining and jailing them, are unconstitutional!!! In no place in the constitution does it say they can not be in public space. Portland has a long history of standing up against those who would harm others, unless the victim is homeless. With the President of the United States (1) now directing federal agents to go after homeless people across the entire country, we need to be protecting people even more then ever. The methods that have been used for decades do not work and without sufficient places for people to go, you are making it harder for people to survive not to mention get off the streets. Mayor Wilson even admits that he is NOT helping with this article (2) and is increasing the harassment (3).

In case you don't know the Amendments, the ones that are violated daily are:
First Amendment
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

Fourth Amendment
The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no warrants shall issue, but upon probable cause, supported by oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.

Eighth Amendment
Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.

Why is this important?
Until there is more then enough places for people to go, these sweeps are putting citizens of Portland in danger either from someone who hates others or simply bad weather conditions.

Homeless people should have the same rights as all people in the USA.

Today, a group of people are doing a protest for #StopTheSweeps (day 2 for them) Tomorrow is St John's Boosters, Fall Fling, a group that hates #homeless people.

Yesterday, I got tagged for a sweep. The fun will probably be tomorrow with the Fall Fling event is. Or Sunday when my 72 hours is up.

So my "illegal camping" site that is a protest site for #StopTheSweeps can be swept anytime after 9:30 am on 9/28. This is homeless people not having constitutional rights.

Boost/reboost please and stop by the square in #StJohns to see if they've violated three amendment of the US #Constitution yet.

As we were setting up the protest posters and information table, they came and tagged my "tent" for sweeping. #Portland #StJohns #PDX

Any time after Saturday (9/28) at 9:30 am, they will be sweeping a PROTEST tent. Anyone and everyone, come here to the St John's clock tower and surround the tent like Chicago does against ICE *IF* you give a fuck about your neighbors or aren't #homeless people good enough?

WHY: The OR Department of State Lands is still trying to sweep the community of over 30 people at 1000 Acres, some of whom have lived there for over 20 years. We’re showing up to demand that the DSL and Governor Kotek (who is now showing full support for the “project”) permanently ends the sweep and accepts the 1000 Acres community’s Cooperative Stewardship Proposal, which would allow them to stay and expand their work stewarding the land.

We showed a strong resistance back in June and were able to temporarily halt the sweep, but DSL is threatening to restart it as early as the beginning of October.

1000 Acres is calling on people in the broader community to support them as they face the sweep. Showing up for the benefit concert is a great way to get connected.

When a city has only about 3,000 places for 7,500 homeless people to go that doesn't include jail or mental hospital, but they continue stealing everything you need to survive, they are saying its #Illegal2BHomless despite it being unconstitutional but people in #AmeriKKKa don't care. Trump painted a huge target on the back of every single 771,000 #homeless people but the silence continues. #StopTheSweeps

Update: Portland has about 7,500 people trying to use 3,000 spots but the mayor has increased sweeping over the previous mayor.

And now Wilson is increasing his terrorism by increasing sweeps.
