Experts warn #Trump’s #nuclear blitz could trigger ‘Next #ThreeMileIsland'

"U.S. President Donald Trump on Friday signed a series of executive orders that will overhaul the independent federal agency that regulates the nation's nuclear power plants in order to speed the construction of new fissile reactors—a move that experts warned will increase safety risks.

"According to a White House statement, Trump's directives 'will usher in a nuclear energy renaissance,' in part by allowing Department of Energy laboratories to conduct nuclear reactor design testing, green-lighting reactor construction on federal lands, and lifting #RegulatoryBarriers 'by requiring the Nuclear Regulatory Commission (#NRC) to issue timely licensing decisions."

"The Trump administration is seeking to shorten the yearslong NRC process of approving new licenses for nuclear power plants and reactors to within 18 months.

"White House Office of Science and Technology Director Michael Kratsios said Friday that 'over the last 30 years, we stopped building nuclear reactors in America—that ends now.'

" 'We are restoring a strong American nuclear industrial base, rebuilding a secure and sovereign domestic nuclear fuel supply chain, and leading the world towards a future fueled by American nuclear energy,' he added. [And radioactive waste!!!]

"However, the Union of Concerned Scientists (#UCS) warned that the executive orders will result in 'all but nullifying' the NRC's regulatory process, 'undermining the independent federal agency's ability to develop and enforce #safety and #security requirements for commercial nuclear facilities.'

" 'This push by the Trump administration to usurp much of the agency's autonomy as they seek to fast-track the construction of nuclear plants will weaken critical, independent #oversight of the U.S. nuclear industry and poses significant safety and security risks to the public,' UCS added.

"#EdwinLyman, director of nuclear power safety at the UCS, said, 'Simply put, the U.S. nuclear industry will fail if safety is not made a priority.'

" 'By fatally compromising the independence and integrity of the NRC, and by encouraging pathways for nuclear deployment that bypass the regulator entirely, the Trump administration is virtually guaranteeing that this country will see a serious accident or other #radiological release that will affect the health, safety, and livelihoods of millions,' Lyman added. 'Such a disaster will destroy public trust in #NuclearPower and cause other nations to reject U.S. #nuclear technology for decades to come.'

"Friday's executive orders follow reporting earlier this month by NPR that revealed the Trump administration has tightened control over the NRC, in part by compelling the agency to send proposed reactor safety rules to the White House for review and possible editing.

"#AllisonMacfarlane, who was nominated to head the NRC during the Obama administration, called the move 'the end of independence of the agency.'

" 'If you aren't independent of political and industry influence, then you are at risk of an accident,' Macfarlane warned.

"On the first day of his second term, Trump also signed executive orders declaring a dubious 'national energy emergency' and directing federal agencies to find ways to reduce regulatory roadblocks to 'unleashing American energy, including by boosting #FossilFuels and nuclear power.

"The rapid advancement and adoption of artificial intelligence systems is creating a tremendous need for energy that proponents say can be met by nuclear power. The Three Mile Island nuclear plant—the site of the worst nuclear accident in U.S. history—is being revived with funding from #Microsoft, while #Google parent company #Alphabet, online retail giant #Amazon, and #Facebook owner #Meta are among the competitors also investing in nuclear energy.

" 'Do we really want to create more #RadioactiveWaste to power the often dubious and questionable uses of #AI?' #JohannaNeumann, Environment America Research & Policy Center's senior director of the Campaign for 100% #RenewableEnergy, asked in December.

" '#BigTech should recommit to solutions that not only work but pose less risk to our #environment and #health,' Neumann added."

"To prevent the reactor meltdowns from worsening, a continuous supply of new water is necessary to cool the melted fuel debris. As of 2013, 400 metric tonnes of water was becoming radioactively contaminated each day. The contaminated water is pumped out and combined into the reactor-cooling loop, which includes strontium–cesium removal (KURION, SURRY) and reverse osmosis desalination processes.

"In October 2012, TEPCO introduced the "Advanced Liquid Processing System" (ALPS, Japanese: 多核種除去設備), which is designed to remove radionuclides other than tritium and carbon-14. ALPS works by first pre-processing the water by iron coprecipitation (removes alpha nuclides and organics) and carbonate coprecipitation (removes alkali earth metals including strontium elements). The water is then passed through 16 absorbent columns to remove nuclides.

"Wastewater is pumped to ALPS along with the concentrated saltwater from desalination. As some tritium still remains, even treated water would require dilution to meet drinkable standards. Although carbon-14 is not removed, the content in pre-treatment water is low enough to meet drinkable standards without dilution.

"Japan's Nuclear Regulation Authority (NRA) approved the design of ALPS in March 2013. ALPS is to be run in three independent units and will be able to purify 250 tons of water per day. Unit "A" started operation in April. In June, unit A was found to be leaking water and shut down. In July, the cause was narrowed down to chloride and hypochlorite corrosion of water tanks; TEPCO responded by adding a rubber layer into the tanks. By August, all systems were shut down awaiting repair. One unit was expected to come online by September, with full recovery planned by the end of 2013.

"By September 2018, TEPCO reports that 20% of the water had been treated to the required level.

"By 2020, the daily buildup of contaminated water was reduced to 170 metric tonnes thanks to groundwater isolation installations. TEPCO reports that 72% of the water in its tanks, some from early trials of ALPS, needed to be #repurified. The portion of ready-to-discharge water raised to 34% by 2021, and to 35% by 2023.

"Some scientists expressed reservations due to potential #bioaccumulation of #ruthenium, #cobalt, #strontium, and #plutonium, which sometimes slip through the ALPS process and were present in 71% of the tanks.

"Ferenc Dalnoki-Veress, a scientist-in-residence at the Middlebury Institute of International Studies at Monterey, said regarding dilution that bringing in living creatures makes the situation more complex. Robert Richmond, a biologist from the University of Hawaiʻi, told the BBC that the inadequate #radiological and #ecological assessment raises the concern that #Japan would be unable to detect what enters the environment and 'get the genie back in the bottle'. Dalnoki-Veress, Richmond, and three other panelists consulting for the #PacificIslandsForum wrote that #dilution may fail to account for #bioaccumulation and exposure pathways that involve organically-bound tritium (#OBT)."

"As of 8 June 2023, there were 1,335,381 cubic meters of radioactive wastewater stored in tanks, but due to the failure of the #ALPS (Advanced Liquid Processing System) processing technology, approximately 70% of this water will have to be processed again. Scientists have warned that the #radiological risks from the discharges have not been fully assessed, and the biological impacts of #tritium, #carbon14, #strontium90, and #iodine129, which will be released in the discharges, have been ignored.

"The International Atomic Energy Agency (IAEA) endorsed Japan’s plans for discharge. However, the IAEA has failed to investigate the operation of the ALPS, has completely ignored the highly radioactive fuel debris that melted down which continues every day to contaminate ground water – nearly 1000 cubic meters every ten days. Furthermore, the discharge plan has failed to conduct a comprehensive Environmental Impact Assessment, as required by its international legal obligations, given that there is a risk of significant transboundary harm to neighboring countries. The IAEA is not tasked with protecting the global marine environment but it should not encourage a state to violate it."

"But opponents along the river question the health and safety claims. They say the releases of #radioactive water could be a step back for a once notoriously polluted river that is now a popular summer attraction for sailors, #kayakers and #swimmers.

"Communities along the river have already passed resolutions opposing the discharges, and an online petition has gathered more than 440,000 signatures. On Tuesday, a bill sponsored by two Hudson Valley Democrats that would ban #radiological discharges into the river was approved by state Assembly.

"'It leaves a bad taste in your mouth ... the idea that we would be polluting our beautiful Hudson River with waste when we’ve spent so many years trying to clean it up. This shouldn’t be a dumping ground,' Assembly member Dana Levenberg said at a state Capitol rally for her bill before the debate.

"The bill, approved by the state Senate earlier this month, is opposed by some labor officials, who say it could interrupt the decommissioning and cause layoffs.

"The bill will be sent to Gov. #KathyHochul, who has not said whether she supports the measure."
