Rightly the Govt. has decided to push back any reform of the criteria for eligibility for education, health and care plans (EHCPs) until the provisions for children with Special Educational Needs & Disabilities (SEND) is improved & expanded in mainstream schools.... whether this is the answer is another Q. but at least this is being done before reforming EHCPs.
However, this is not a problem or issue that is going to go away.
UK government and open data people, if you know a statutory return supports a different bit of analysis, how would you get that analysis regularly published in the open data based on the returns?

Behind the financial crisis engulfing Special Educational Needs & Disabilities (SEND) provision is another case of (partial) privatisation:
in 2015/16, 10k SEND students were in private (independent) specialist schools; in 2024/25 that had tippled to 30k.
Its another false economy; constraining public SEND provision both in mainstream schools & separately has left an opportunity for profit, thereby reducing overall funds available for all SEND children.
