An overwhelming majority of people across the Arab world oppose recognizing Israel, according to a new regional survey that shows deep and persistent resistance to normalization. The Arab Opinion Index 2025 found that 87 percent of respondents rejected diplomatic recognition, while only 6 percent supported it, despite normalization agreements brokered by the United States in recent years.
Opposition was strongest in Libya and Jordan, at 96 percent and 95 percent, followed by Kuwait at 94 percent, the occupied Palestinian territories at 91 percent, and Lebanon, Morocco, and Qatar at 89 percent. Respondents in the Gulf and North Africa were among the most firmly opposed. Even among the small minority who favored recognition, roughly half said it should only come after the creation of an independent Palestinian state.
The survey also showed declining support for normalization in countries that had previously moved closer to Israel. In Sudan, backing fell to 7 percent, down sharply from levels recorded over the past decade, while support in Morocco dropped from 20 percent in 2022 to 6 percent in 2025. Those opposed cited Israel’s colonial, apartheid, and expansionist policies and its continued occupation of Palestinian land, with cultural or religious arguments playing little role, suggesting no major shift in Arab public opinion is likely without fundamental change on the ground.
