Both the Democrats and the Republicans want to ensure that the US remains a dominant force in the world, and that countries of global south continue providing cheap materials, no matter the harm done to their own people. That kind of political interference seems to be Elliott Abrams' specialty, and bringing him on like this signals - to me, at least - that the Biden administration is entirely ok with supporting atrocities in pursuit of those goals.
