I mean, it's "how the west was won", after all.
I may be hopelessly wrong, naive, and idealistic but, based on my relatively mild and brief experience living under legally enforced #segregation, and on the beliefs of others I know and have known who experienced the same or similar, I don't believe most people who lived in #ghettos of the past would approve of the use of ghettos at any time, in any form, in any place, for any reason, against anyone, by anyone.
Who would want that legacy?

Force #landlords to quarantine 30 weeks per year in the worst unit they own, as rated by a #citizensJury.
That'd fix it.
