Recent polling shows the majority disapprove of how ICE operates.

But to truly stop the damage requires going further
– it means eradicating the security logic that ever made people think that arming a secret police on an ethnic cleansing mission could ever make them safe.

Formed in 2003, during the embarrassing and disastrous national excesses of the post-9/11 era
– when the nation launched two ill-fated forever wars, and demonized Muslim immigrants
– ICE’s mandate was overwrought and ill-considered.
Its formation was part of the establishment of the
" Department of Homeland Security" (DHS) which
– as illustrated by its name
– formally adopted the idea that immigrants were an inherent security threat to Americans.

The casting of non-white immigrants as threats is not itself new
– it defines the nation’s immigration system from the first act in 1790, which limited naturalization to “free white persons”,
to the Chinese Exclusion Act of 1882,
to the whites-only racial quotas for migration that came soon after.

In the wake of the civil rights movement and the abolition of racial quotas with the 1965 Immigration and Nationality Act,
the United States went from 86% white to just under 60%.
And, while immigration law was race-neutral, its policies turned to criminalize increasingly Black and brown immigrants.

In 1986, Ronald Reagan coupled the country’s only amnesty program
with a seven-fold increase in border enforcement
– beginning an arms race that would shape border violence for decades.

But it was Bill Clinton’s 1996 signing of the "Illegal Immigration Reform and Responsibility Act" ( #IIRIRA )
set the stage for our current mass deportation system, by making deportation easier,
and making more people deportable, even for nonviolent crimes.

IIRIRA stripped many immigrants of the ability to argue their cases in front of a judge
and closed pathways by which undocumented people could become documented.

Then came ICE.

Mandated with targeting 100% of people who are “deportable”,
the agency has long been unfettered by the (already limited) regulations placed on police or prisons in the criminal legal system.

⛔️People in ICE detention are not entitled to a lawyer or the due process protections afforded to people within the criminal legal system.

Even before the supreme court authorized ICE to racially profile this past September,
the agency had a long documented history of racial profiling and racism.

US citizens have been caught in its net
– including in one harrowing case where a man named #Davino #Watson was detained for 1,273 days, despite repeatedly telling officers that he was a citizen. -- He never received compensation.

From the start, ICE has been a racial project, with its armed operatives targeting Black and brown people.

Its categorical mission and lack of oversight are reminiscent of slave patrols tasked with hunting down fugitives.

In the wake of #Good’s killing, politicians have claimed that ICE needs better training.
The problem, as they see it, is the ramp-up of ICE under Trump,
with a 💥$75bn increase in funding.

But #Jonathan #Ross has been with ICE for a decade.
Ross wasn’t one of the subpar new recruits who can’t run a mile and a half;
according to testimony he gave in December, obtained by Wired, he was a firearms trainer,
team leader, and elite member of its special response unit – a Swat team.

Seen from this vantage,
Good’s killing is not a “mistake” but a reflection of how the agency is designed to operate.

Take it from the border czar,
Tom Homan, who said:
“There will be more bloodshed unless we decrease the hateful rhetoric.”

In other words, Homan, who received an award for his service under Obama -- after introducing the idea of family separation -- is telling citizens that 👉exercising their constitutional right to speech will prompt government agents to gun them down.

⭐️Abolishing an agency that teargasses two-year-olds and shoots mothers in the street isn’t radical.
⭐️It is basic human decency.

Yet Democratic leadership has refused to back the call to defund ICE -- with thinktanks suggesting “abolish ICE” goes too far.

“Abolish ICE” does not go far enough.
✅We need to move away from a system predicated on violence in favor of one that centers people’s humanity.
✅We need to ensure that every human in the United States facing a legal process
– including deportation
– has access to a lawyer.

✅We need to expand our legal pathways rather than truncate them.

🔥And we need to divest from the logic that violence makes us safer
– Renee Good’s killing,
the killing of Keith Porter by an off-duty agent,
and the deaths of Parady La,
Luis Beltran Yanez-Cruz,
Luis Gustavo Nunez
and Geraldo Lunas Campos,
who all died in immigration custody already this year
– prove without a doubt that it will not make us safer,
regardless of the passport you carry.

Over the past six months, per federal procurement records reviewed by The Lever,
a variety of shadowy private security and weapons firms have been tapped to provide firearms and combat training to Immigration and Customs Enforcement’s (ICE) snipers and special response teams
— several of which had never before received any federal contracts.

#Jonathan #Ross, the ICE agent who killed 37-year-old legal observer #Renee #Good in Minnesota last week,
was a 10-year veteran of an ICE "special response team",
the agency’s equivalent of a SWAT team.
Good’s killing has sparked nationwide unrest and scrutiny of ICE’s increasingly violent tactics.

The firms that have won valuable contracts under the Trump administration to train officers like Ross
include a Texas armed security company,
a politically connected sniper firm in Florida,
and a shadowy tactical training company in Virginia.
One, #Target #Down #Group, is owned by the brother of Rep. Nick LaLota (R-N.Y.), as Wired reported in September. 

These firms are among the many private entities
-- alongside private prison companies and social media surveillance firms
-- lining up for their cut of the Trump administration’s #deportation #spending #blitz,
💥which nearly tripled ICE’s annual budget with the enactment of the GOP’s One Big Beautiful Bill in July. 

💥ICE’s workforce has ballooned by 120 percent sinceDonald Trump’s inauguration
amid an unprecedented hiring frenzy.
🆘 The agency has slashed its training requirements and loosened hiring standards to hire as many new recruits as possible.

The new contracts with little-known companies that advertise training in
“advanced techniques once exclusive to military protection units,”
are another window into the ongoing ❌militarization of ICE,
a subagency of the Department of Homeland Security.

ICE has long deployed tanks and specialized tactical units in the course of immigration enforcement.
But the agency is now spending more than ever before on munitions and military equipment to outfit its officers.
The consequences of this spending spree, in the view of many people who have taken to the streets in Minneapolis and around the country,
were seen in the killing of Good
and, a day later, the shooting of two people during a traffic stop by ICE.

A Bloomberg report last month found that ICE spent nearly
$140 million on weapons and ammunition in the final weeks of the 2025 fiscal year,
buying from some vendors that had previously worked primarily with the Pentagon.
(A single vendor, #Lionheart #Alliance, received a $49 million contract last month to provide tactical gear like ballistic helmets to ICE.)

Most new ICE recruits go through several weeks of routine training at the Federal Law Enforcement Training Center in Brunswick, Georgia.
Five hours away at the Fort Benning U.S. Army base, near Columbus,
ICE conducts more specialized tactical training for its elite units.
As ICE’s special response teams have expanded, so has its programming at the military base. 

ICE also rents firing ranges around the country for its agents;
ICE spends the second-highest amount of money on gun-range contracts in Minnesota, behind Texas.

ICE’s training methods at Fort Benning have come under scrutiny before.
In 2019, under the first Trump administration, the agency inked a contract with military contractor #Strategic #Operations, #Inc.
to build out its “tactical operations complex” at the military base,
including a “hyper realistic” replica of a home in Arizona
and an apartment complex in Chicago in order to train its agents for supposed “#urban #warfare.” 

Strategic Operations, Inc. received a subsequent $975,000 contract from ICE in 2024
for another
“modular training structure” at
#Fort #Benning, procurement records show.

The resignations by DoJ attorneys came as a result of a push by top Justice Department officials to investigate #Good’s #widow,

a move that has sparked outrage over the seeming mission to punish a family already grieving the Immigration and Customs Enforcement (ICE) agent’s💥 brutal and public killing of Good.

They also come after the DOJ has decided ❌ NOT to investigate Good’s killer,
#Jonathan #Ross.

Last week, Trump appointee
#Harmeet #Dhillon,
the assistant attorney general for civil rights,
informed the unit it would not be investigating Ross.

This week, Deputy Attorney General
#Todd #Blanche
— a Trump appointee who represented the president during his New York criminal trial
— said that there is 💥“no basis” to open an investigation into Ross.

The administration has mounted an
all-out effort to shield the ICE agent from any form of accountability,
🔥spreading lie after lie about Good and the circumstances surrounding her killing.

Among other things, the DOJ’s push will disrupt key fraud investigations in Minnesota.

Thompson and other prosecutors who stepped down in the Minnesota office were key figures in these probes of fraud that the Trump administration has claimed it’s cracking down on
— but has rather been seemingly using as
an excuse to eliminate and suspend
child care benefits in states that voted against him in the presidential election.

⚠️ The DOJ has opened an investigation into Good and her widow to probe possible connections to activist groups opposing Trump’s immigration raids.

🆘 Meanwhile, the FBI has assumed sole responsibility for the investigation into Ross,
and has cut out local prosecutors from being able to access information key to the case.

Federal agents’ violence has continued unchecked.

⭐️Activists said that a federal agent shot an activist in the face with a
“less lethal” weapon in the Los Angeles area on Friday
while he was engaged in a protest.

The activist went to the hospital, and
⛔️is
now blind in one eye as a result of the incident, he said.

#Bellingcat looked at five videos filmed during the #Renee #Good murder,
including one apparently from the phone of #Jonathan #Ross,
the ICE agent who shot and killed Good.

While each video alone provides valuable information, the five together provide a fuller picture of the situation as it unfolded.
Synced Overview
One of the ways to visualise the full incident was by tracking the movements of the key players on an overview map,
which Bellingcat did shortly after the incident on Jan. 7. 
Using eyewitness video shared by Daniel Suitor on Bluesky we tracked the movements of federal agents at the scene
– including Ross as he moved around the street.
The video also captured the position and movements of Good’s vehicle before, during and after the shots were fired.

Another video, filmed by a bystander and later shared by the Minnesota Reformer,
shows a closer view of Ross’ movements in the moments immediately before the shooting.

In the video, Ross can be seen with his phone in his left hand filming Good
before he pulls his gun out of its holster with his right hand.

Roughly one second elapses before he fires the first round through Good’s front window.

Two more shots follow.

A still from that same video captures Ross as he walks past in the seconds after the shooting.

A video app can be seen open in the federal agent’s phone.
Agent’s Phone

On Jan. 9, a video filmed by Ross was published on X by a conservative news outlet called Alpha News.

By syncing this video up with the other four available videos,
it was possible to observe more of what occurred,
including from Ross’ rough perspective.

However, it is important to note that Ross was holding the phone slightly away from his body,
so what appears in the video would be marginally different to what would have been his line of sight.

In the footage,
Good can be seen backing up before veering to the right
as Ross and the camera move to her left.

It is not clear from this footage exactly how close the car came to Ross,
as the cellphone points up and away as the vehicle moves forward.

Someone can be heard saying “whoa” before gunshots are heard.

An angle captured from down the street
– which some have suggested shows Ross being hit by the vehicle
– does appear to show the vehicle pass close to the agent as he fires.

However, the close-up video shared by the Minnesota Reformer shows Ross moving out of the way and to the side of the vehicle as he fires.

Another video published by CNN shows a head-on view of the incident from surveillance footage.
