Any measures of prerecorded announcement effectiveness on public transport?

(Otherwise, why play them?)

For example, on the London Underground, recent prerecorded announcements said to remove scarves and hats so they don't blow onto the tracks when a train enters the station. (!) Is there before-and-after data to show this changes passenger behaviour and reduces scarf- and hat-blowing?
