I had thought long and hard about a villain for the first half of the series, and I had eventually settled on Tony Stark (this was many years before even the comic book version of #CivilWar). In my version, he got himself elected president and had overseen the transformation of the world into something similar to #DaysOfFuturePast. He hadn't intended to be the bad guy, of course, but without Steve there to keep him in check, his inclination for control ran to its natural conclusion.
