DMV-Themed Phishing Campaign Targeting U.S. Citizens

A sophisticated phishing campaign impersonating U.S. state Departments of Motor Vehicles emerged in May 2025, using SMS phishing and deceptive websites to harvest personal and financial data. Victims received messages about unpaid toll violations, directing them to fake DMV sites requesting extensive information. Technical analysis revealed shared infrastructure, consistent domain naming, and indicators of a China-based threat actor. The campaign used spoofed SMS numbers, often from the Philippines, and email addresses from obscure domains. Phishing websites followed a pattern using state IDs and specific TLDs. Infrastructure analysis showed connections to known malicious IP addresses and Chinese DNS providers. The campaign's widespread impact prompted alerts from multiple states and federal authorities.

In regards to the SEC's new rules about rapid security disclosures, I have yet to see a practical analysis of the size and scope of any new potential fines, or who will actually be held financially accountable in the current daisy-chain of third party vendors and shadowy #databrokers. The main focus of the available data seems to be on the additional people-hours that companies will have to absorb to meet the new reporting burdens associated with following the SEC's enhanced focus on #cybersecurity.

It took two years for the SEC to levy $487,616 in 2021 against FAFC for a deficient Form 8-K filed in 2019. Equifax settled their massive #databreach of 150+ million people's most sensitive #financialdata for only $700 million. These are rounding errors for many large companies, and some will likely just shrug it off as the cost of doing business.

I'm not saying people shouldn't care. I hope they do, and that companies start funding cybersecurity properly. I'm just saying "follow the money." Once you've been in this business long enough, you learn to be a little jaded about the real-world impact these changes will make in terms of protecting _people_ (often pronounced "customers" or "clients") rather than just investors.

NB: Investors are people too, but shouldn't be the only ones such laws are intended to protect. Business and ethical obligations are _not_ inherently orthogonal!
