It turns out Geopackage is a much more capable format for the cloud than I originally thought. With a proper spatial index, or by creating a non-spatial index with ogrinfo -sql, it's quite easy to /vsicurl to a large cloud-hosted gpkg and only get what you need from it!

Through random requests, you can extract elements using a spatial window, the fid of a feature or an SQL query on indexed non-spatial columns. This is more flexible than other #cloudnativegeospatial formats I have tried.
