"Federal immigration agents tackled and arrested a Somali American man in Minneapolis on Tuesday and detained him for about two hours for no apparent reason other than his ethnicity. The man who was arrested said that the agents had trouble finding the Bishop Henry Whipple Federal Building at Ft. Snelling while driving him there.

"The 20-year-old was not suspected of any crime, and described his ordeal during a Wednesday news conference alongside Minneapolis Mayor Jacob Frey and Police Chief Brian O’Hara, who each denounced the agents’ actions.

"Mubashir declined to share his last name out of fear for his and his family’s safety, but he gave a detailed account of the incident to reporters, who also viewed video that city officials shared recorded on a business’ security camera and a bystander’s mobile phone.

"Mubashir, who moved to the United States as a small boy and became a naturalized American citizen, said that he stepped onto a sidewalk near 4th Street and Cedar Avenue during his lunch break when two masked men approached him. The Cedar-Riverside neighborhood is the heart of the city’s #SomaliAmerican community.

"Sensing trouble, he ducked into a restaurant. They followed him inside, dragged him out and forcibly arrested him. The agents handcuffed Mubashir, took him across 4th Street and pushed him onto his knees in the snow. One put him in a choke hold.

" 'I have my ID!' Mubashir shouted repeatedly, as heard on the video. The agents do not respond.

"He added that the agents never identified themselves as ICE, and he feared that they could have been anyone. In the video, one agent is seen wearing a vest marked 'POLICE FEDERAL OFFICER' the other’s is marked 'POLICE ICE.'

"Mubashir said that the agents put him in an unmarked SUV and asked to take his picture.

" 'I declined, because how will a picture prove I’m a U.S. citizen?' Mubashir said. 'I told him I have my passport, it’s in my phone. Can I open it and show you? He declined. I told him can I give you my name and my date of birth. He declined.'

"Mubashir said that the agents detained him in their vehicle for about an hour after he refused to consent to a photo. Mubashir said that they also tried to take his fingerprints but their digital reader wouldn’t work, so they drove toward Fort Snelling, where ICE has a detention facility, but they appeared unfamiliar with the area.

" 'While they were driving me all the way there, they were wasting time,' Mubashir said. “They kept going back on the same highway. I told them, ‘Are you guys lost?’ They said, ‘This is our first time taking someone in.’ They had their maps out and everything, and they were trying to intimidate me.'

"Mubashir said that when they finally arrived at the Whipple Federal Building, the agents took him out of the vehicle and made him stand in the cold unless he consented to a face scan, so he finally did. He said that the face scanner appeared not to work either, so they took him inside the federal building. Mubashir said that they refused his request for water or to warm his hands.

"Once inside, a staff member finally allowed him to turn on his phone and show his ID before releasing him. His parents picked him up.

"Mayor Jacob Frey, who’s an attorney, said that the agents’ actions were blatantly unconstitutional.

" 'What we saw by these ICE agents that clearly did not know what they were doing was violence and unwillingness to hear the simple truth, which he was repeating again and again, which is, ‘I’m an American citizen.’ '

"Police Chief #BrianOHara called it embarrassing to the law enforcement profession that the agents were wearing vests that said ‘POLICE.’

" 'Random efforts, including individuals who are American citizens are being stopped because they appear to be #Latino or because they appear to be #Somali, is wrong,' O’Hara said.

"#MPR News contacted ICE by email Wednesday afternoon to ask about the reason for Mubashir’s arrest and the agents’ treatment of him. "

"Later that year, advocates successfully lobbied for the release of gay #Nigerian asylee #UdokaNweke, who reported having a severe mental health crisis at Adelanto ICE Processing Center in Southern California. Nweke’s release was soon followed by the 2019 death of another transgender detainee, #JohanaMedinaLeón, who had complained of chest pains when entering custody.

"That same year, 29 trans women detained in a pod in New Mexico released a statement through the advocacy organization Trans Queer Pueblo claiming that they were languishing in dire conditions.

" 'Several of us are also not receiving needed medications,' the women wrote. 'Some officials mistreat us daily, verbally, and psychologically assaulting us.'

"In January 2020, 45 members of Congress sent a letter to ICE demanding the release of all of its transgender detainees, claiming that the agency failed to safely house them by exposing them to sexual and physical violence. Three dozen former detainees reiterated that call in a letter to President Joe Biden the following year.

"But advocates say the issue has gained little traction as former President Donald Trump takes aim at asylum-seekers and immigrants find themselves in the crosshairs of heated political debate."

"Miles, an Indigenous actor best known for her roles in '#NorthernExposure,' '#SmokeSignals,' '#Wyvern' and '#TheLast OfUs,' handed them her tribal ID from the #ConfederatedTribesOfTheUmatilla Indian Reservation in #Oregon.

"Federal government agencies recognize tribal ID as a valid form of identification, and Miles has used it to travel back and forth to Canada and Mexico without any issues.

"Yet, Miles recalled one agent calling it 'fake.'

" 'Anyone can make that,' she recalled another agent saying.

"Reported encounters between immigration agents and Indigenous people like Miles’ remain rare [BULLSHIT!]. But as immigration enforcement has gotten more aggressive, including in the Seattle area, incidents like Miles’ are stoking fears beyond immigrant communities.

"Miles said her son and uncle were both detained by ICE agents who initially did not accept their tribal IDs before they were eventually let go.

"Some Native American tribes say tribal members are being harassed by federal immigration agents, while others fear they could be wrongly caught up in immigration raids.

"The alarm comes as Immigration and Customs Enforcement (ICE) says its agents are arresting more than 1,000 undocumented immigrants a day, part of President Trump's push to deport 'millions' of people not authorized to stay in the U.S.

"#ImmigrationRaids in cities such as Chicago and Los Angeles — and Trump's new directives to allow searches in schools and churches in addition to workplaces and homes — have heightened concerns in communities across the country.

" 'My office has received multiple reports from Navajo citizens that they have had negative, and sometimes traumatizing, experiences with federal agents targeting undocumented immigrants,' Navajo President #BuuNygren said in a statement.

"#NavajoNation officials told CNN on Monday that at least 15 Indigenous people in the southwestern U.S. have reported being questioned or detained by immigration officers in the past week.

"The 17.5 million-acre Navajo Nation is in northeastern Arizona, northwestern New Mexico, and southeastern Utah. It's larger than 10 states.

"ICE offices in Utah and Washington, D.C., did not immediately respond to Axios' requests for comment.

"The #MescaleroApache Tribe in New Mexico announced that a member was confronted by ICE agents last week and was asked for ID — first in Spanish, although the member spoke English.

"The #SissetonWahpetonOyate of the #LakeTraverse Reservation in South Dakota said it was temporarily waiving all fees for issuing or replacing tribal IDs amid members' concerns about ICE encounters.

"#Ute Indian Tribe Business Committee — the tribe's governing body — promised in a statement Saturday to "aggressively defend our rights and interests." The tribe offered legal counsel to members who are "improperly detained or questioned," as did the #Paiute Indian Tribe of Utah.

"The #SanJuanSouthernPaiute Tribe, whose land crosses the Utah-Arizona border, advised its citizens to record encounters with ICE, ask for agents' badges and keep their doors closed and ask for a warrant if approached at home.
What they're saying: Trump's immigration executive orders have 'raised concern among our tribal members, particularly regarding the potential targeting of our community by immigration agents,' #ChippewaCree Tribe chairman Harat BaRete said in a statement. The north-central Montana tribe then released a set of guidelines urging members to remain silent, keep ID handy and report encounters to tribal officials.

" 'The #RosebudSioux Tribe is in the process of assessing the legal effects of the unlawful and unconstitutional Trump administration Executive Orders and will fiercely defend against any threat to the sovereignty,' the South Dakota tribe said in a statement.

"Since the Obama administration, U.S. agents have aggressively targeted human smuggling rings that use isolated #IndigenousLands to try to move undetected.

"Congress didn't grant citizenship to #NativeAmericans until 1924 — a development President Trump's lawyers cited in their attempt to justify his temporarily blocked executive order to #OverturnBirthrightCitizenship.

"The administration's attorneys last week invoked an 1884 U.S. Supreme Court ruling that denied citizenship to members of tribes to argue that 'birth in the United States does not by itself entitle a person to citizenship.'

"Some tribal leaders saw the argument as a threat against their members' U.S. citizenship."
