This is a reoccurring bug in Stern Pinball's James Bond. After finishing a villain mini wizard mode, the game kills the flippers and collects the balls, as it's supposed to, but then gives a ball but does not enable the flippers. Now you have a situation that you have a live ball, but can't do anything with it. The situation fixes after a drain, but since there's no ball save, it's a lost ball which hurts a lot if you're down to your last one and the actual end is near.
