Addenda – voici en complément la lettre adressée le 24 juin par le président de la Commission des affaires étrangères de la Chambre des représentants à la présidente de l’Université de Boston. Brooke Nichols, un professeur associé de cette université, a parlé des conséquences de la disparition de l’USAID, des centaines de milliers d’enfants qui vont mourir. Le parlementaire qualifie cette projection de désinformation « pas meilleure que ce qu’aurait produit une ferme à trolls russe ou la propagande de l’URSS ».
C’est curieux comment les pires vecteurs de désinformation attribuent en permanence leurs propres pratiques à leurs opposants, qui tentent de diffuser un peu de vérité. Les insultes publiques infondées des trumpistes sont toujours des menaces, particulièrement quand on s’adresse à une présidente d’université.
In cauda venenum. La lettre est une suite d’insultes, mais les menaces sont concentrées dans la série de pseudo-questions à la fin :
- Quelles mesures de protection institutionnelles la Boston University a-t-elle mises en place pour empêcher que des recherches financées par le gouvernement fédéral ne soient utilisées à des fins de promotion politique ?
- Est-il méthodologiquement et éthiquement acceptable que des chercheurs universitaires publient des projections de mortalité massive, présentées comme des faits, en se basant seulement sur des modèles hypothétiques plutôt que sur des données vérifiables et observées ?
- Les mises à jour futures de l’Impact Counter tiendront-elles compte des avantages potentiels à long terme de la restructuration de l’USAID, tels que l’amélioration de l’efficacité, l’alignement stratégique ou la réduction des redondances programmatiques ?
- Comment l’université de Boston évalue-t-elle les implications en termes de réputation et de confiance du public de la promotion d’outils de modélisation spéculatifs qui présentent les pires scénarios comme des données de santé publique en temps réel ?
- Quelles normes l’université applique-t-elle pour faire la distinction entre une recherche universitaire légitime et un activisme à motivation politique, en particulier lorsque le sujet traite de questions sensibles liées à la santé mondiale ?
