Why do Apple make two health-tracking apps (Health and Fitness) when the two terms are near synonyms and the apps overlap in the information they record?

When Fitness first came out, I thought it was replacing Health, so I started using it instead – mainly for keeping track of number of steps walked

But I’ve just switched back, because it offers no real advantage to me, and I don’t want to have suggested athletic workouts shoved in my face

(Maybe that’s the difference: the apps are aimed at different groups of people. Seems odd though that they didn’t just make one customisable app)
