#CalTrain deputy director Joseph Vincent Navarro found #guilty of misappropriation of $40k in public funds for conspiring with contractor during pandemic era and converting #Burlingame train station office into secret personal residential getaway with private gym.

Navarro, who now lives in Pennsylvania and previously told the #MercuryNews that his criminal charge was “overstated” and that he did nothing wrong. His co-conspirator #contractor had built himself similar living quarters inside the #Millbrae Cal #trainstation and plead #guilty, turning States #evidence against Navarro.

Navarro , whose attorneys claimed it was not a #secret , that he had given the key to his secretary, allowed his girlfriend to stay there, and the conversion was done with knowledge of his supervisor, still faces sentencing under judge's discretion which could range from actual #prison time, to more likely #probation.

Joseph Navarro faced one felony count turning a section of the Burlingame train station into an apartment, complete with a bedroom, a gym and a living room, prosecutors said at the trial. After several days of testimony and closing arguments on Tuesday, the jury began its deliberations Wednesday morning and came to a consensus in the afternoon.

The jury also found true that the charges were filed within the proper statute of limitations, which is three years of when the crime is discovered or should have been discovered. Defense lawyers had argued that the initial discovery should have meant the charges were filed too late.

“We're very pleased that the jury was able to see through the defense and recognize that he had no authorization ."NEWS ~ CRIME AND PUBLIC SAFETY - Caltrain employee guilty of using public funds to build secret apartment 1n train station Joseph Navarro spent $38,000 on renovating the Burlingame station between 2019 and 2021

The bicycle education program at the Monterey County Probation Department Youth Center was founded by Bicycling Monterey in April 2012 and still rolls on in April 2025!

The bike tech class series—providing bicycle repair and maintenance instruction—is only possible because of two volunteers who stepped up in 2012 and still continue volunteering on this 13th anniversary: Frank Henderson and Luciano Rodriguez.

Nothing changes, which is why I left the Probation Service years ago...

"...To succeed, any reforms to sentencing must ensure the #ProbationService is properly resourced to be able to deal with the cases it is required to manage. A service which is under-resourced and over-stretched will not be able to provide the effective service that the public and #victims need.”

"In the three months to September, only a quarter (24%) of #prison recall cases involved a charge of further offending, with almost three-quarters (73%) of people recalled for "non-compliance" with license conditions.

"That can include missing or turning up late to #probation appointments, missing curfews, or poor behaviour. #Homelessness, meaning offenders aren't reporting to stable accommodation, is another significant recall factor."
