I too thought of #cloudseeding until I read that #weather forecasts had already warned days before of incoming #storm and #heavyrain. And this downpour hit several locations in multiple nations this week, not only #Dubai.
The question remains tho: many if not all nations in the area except Afghanistan by now use cloud seeding, Pakistan purchased the tech last year from Qatar. So what happens to regional meteorological parameters should they all happen to cloud seed over multiple locations at the same time? I imagine, it would cool near surface and create something like an empty pocket in the cloud altitude. Wouldn't the jet stream rush in to fill the hole - and then what happens? It's not a purely academic question. It's quite imaginable that multiple locations in all nations require water / artificial rain at the very same time. After all, that's why they all bought the tech. Because #climatechange made it inevitable.
