Senedd Members set for £9,000 pay rise in two years as lowest‑paid staff face cuts
The Independent Remuneration Board of the Senedd has confirmed that MSs’ pay will rise in line with the Welsh Average Earnings Index. With last year’s index at around 6%, this would mean a further £4,500 increase on top of the £4,300 rise awarded in 2025.
It means backbench MSs’ salaries will have climbed by nearly £9,000 in just two years – a 12% increase – reaching around £80,900.
The First Minister’s total package will rise to more than £167,000, while senior ministers will earn over £119,000 and the Llywydd (Presiding Officer) around £125,000.
At the same time, the Board has confirmed that the top of the lowest Senedd staff pay band will be cut by almost £1,300 to £32,414. Unions including Unite and PCS, along with Plaid Cymru, have condemned the move, warning it will hit women and disabled staff hardest.
The year‑long review that led to the changes cost more than £115,000 in consultancy fees.
Pay rises in the Senedd vs pay disputes on the streets
The timing of the announcement has fuelled anger, coming as workers across Wales continue to take industrial action over pay:
- NHS Wales staff: Nurses and other health workers remain in dispute, with unions warning of further strikes if talks stall. Many Band 5 nurses earn around £28,000–£34,000 – less than half an MS’s salary.
- University staff: Lecturers and support staff at Welsh universities are staging rolling strikes over pay and conditions.
- Rail workers: Train drivers at CrossCountry, whose services run through South Wales, are striking in October over pay and rostering.
- Civil servants: PCS members in Wales continue targeted action over below‑inflation settlements.
