Something rather similar happened the other way round with #pfi schemes in the 1990s and 2000s when remarkably high valuations were made of the supposed transfer of risk to the private sector. I seem to recall that when someone had the temerity to suggest that there should be a rational and transparent process for doing this the idea was stamped on from a great height!

Reminds me of the history of #pfi . In 1997 legislation was passed which undermined the principle of risk transfer. That did not prevent risk transfer continuing to be used to justify higher costs than in the public sector comparator!
