#animation people, what's the simplest free/open-source alternative for Adobe Animate / formerly Flash? I literally only intend to animate simple vector graphics (logos, icons).

I'm aware of a few different options like Synfig, Pencil2D, Opentoonz, but I have zero time to test-drive them.
If it's at least somewhat similar to Flash that would be great, I've been using it on and off since Macromedia days.

Can you tell me how these painted/drawn images can be transformed into animations? (Children send it to the studio). A special technique or software? (I never did an animation myself and am very curious).

There is an exhibition in Paris about Isao Takahata, cofounder of Studio Ghibli. It has some notes, diagrams and drawings he made over 40 years ago, as well as some of the original cels and backgrounds from the movies, and much more.

The exhibition is on until January 24th. If you want to go on a Saturday, you have to book weeks in advance. On weekdays it's easier.
