It's #arbitrary, not #random. Those don't mean the same thing; set.pop() is completely deterministic, but how an item is actually chosen is unspecified and could vary between implementations (or even sessions of the interpreter).

If you need actual randomness to pick a sub-set, use the random module's choices(), shuffle(), sample() etc to extract your subset.
