In complexity, top-down and bottom-up organization ceases to be effective, because the market, or the "outside" takes on the steering. This is why we need to empower the periphery: We need to decentralize decision-making to market-bound teams, and let the center serve the periphery.

If your organization is doing annual planning & budgeting, currently, then one thing you know is that it is a command-and-control organization. It is also an organization that has not yet grasped that planning/budgeting cannot work and does not work, in complexity.
