From this article, it sounds to me as though some in the DOJ wanted to follow standard investigative protocols as used in cases against organized crime--from the bottom up to try to find links to Trump and his inner circle, links that some felt were missing---while others DID want to start investigating from the top down. Some felt Investigations were also hindered by the fact that it took a while for key players in the DOJ to be confirmed after Biden became president. The DOJ sounds like a big machine, with lots of moving parts, not all of whom worked well together.
It's too early in the morning for me to do a thorough summary of all the ins and outs given in the Washington Post report. Let's just say " the wheels of justice turn slowly, but grind exceedingly fine," whether we like it or not. #ReadForFree
