What utensil do I need to remove a cooked piece of fish from a (quite tall) top basket on a two-tier steamer?

(Tongs could perhaps work, but I don't think they'll hold the whole piece of fish and it might fall into separate pieces. Lifting the basket is awkward as it has a hot handle either side and I only have two hands.)
